North Carolina VLT and Gray Market Machine STudy (2023/2024)

For a confidential entity, Convergence Strategy Group assessed the potential for video lottery terminal (VLT) devices across the state of North Carolina, as well as the machines’ potential impacts on existing gaming in the region.  Competition from illegal or “gray market” machines was evaluated, the prevalence of such machines quantified, and their respective performance evaluated.  The study included an assessment of the potential locations for VLT devices across the state, and resulted in revenue forecasts for such.  The addition of VLTs statewide was estimated to have an impact on casino GGR, as some gamers may substitute some casino visits for the more convenient play of VLTs.
